     Poor information is available on this character... William H. Scarth acted as a North-West Mounted Police Inspector in 1997, traveled over the Chilkoot to the Klondike, and was in charge of 19 replacements for the original detachment of the Mounted Police.
 

* His place in the Barks/Rosa stories universe :
    In "Hearts of the Yukon", he is Inspector of the North-West Mounted Police in Dawson and acts under the command of  Super-Intendant Sir Samuel Benfield Steele. He is in charge of bringing Scrooge back to Dawson because calomnies have been said about him by the Dawson people, including "Glittering" Goldie O'Gilt, who lodges charges against him, but when he arrives at his claim, he decides to claim it on the part of the Mounted Police, instead of just arresting scrooge and making it without owner, but Scrooge is fast enough to make Goldie surrender her charges before he claims it.
